Following the recent Energy Performance of Building Directive guidance published by the European Commission, the OBSERVE project and the EU Building Stock Observatory (EU BSO) are joining forces to host a webinar on 2 October 2025 (10:00–12:00 CEST), aiming to support Member States in translating key provisions into actionable steps.
With the guidance released in June 2025, national authorities are entering a decisive phase of transposition and implementation. The webinar will highlight how building performance data can act as the foundation for effective national strategies, reporting mechanisms, and compliance with EU-level obligations.
Key topics include:
- Comprehensive insights into Article 16 (Data requirements), Article 22 (National databases), and Article 3 (National Building Renovation Plans) of the EPBD
- Real-word experiences from Member States in implementing the EPBD
- Guidance on how the EU BSO and OBSERVE support implementation and improve compliance
- A forward-looking perspective on creating robust, harmonised data strategies across Europe.
Through a mix of EU-level perspectives and practical national examples, the session will explore how robust data infrastructures and national databases can be developed in line with EU requirements.
Confirmed speakers:
- Bogdan Atanasiu (DG ENER): Presenting an overview of the EPBD guidance with emphasis on data and expected national uptake
- Rui Fragoso (ADENE – Agência para a Energia): Sharing Portugal’s experience in aligning its data system with EU requirements
- Andreas Hermelink: Outlining the role of the EU BSO in fulfilling new EPBD obligations
- Dimitris Athanasiou: Presenting OBSERVE’s positioning and its link to national hybrid events
The joint webinar aims to provide practical insights, foster knowledge sharing across Member States, and present a coordinated, EU-aligned vision for building performance data strategies.
