Insights from the ENPOR final conference and meeting!

The Horizon 2020 ENPOR project organised its final conference entitled “Combatting Energy Poverty in Europe: Towards an Inclusive and Just Energy Transition” in collaboration with the European Federation of National Organisations Working with the Homeless (FEANTSA) and the International Union of Property Owners (UIPI) along with its final meeting on the 16th of November 2023 in Brussels.

Alleviating energy poverty is one of the key priorities of the European Union towards achieving just transitions towards sustainability. In this context, the ENPOR final conference aimed to support local and regional authorities that tackle energy poverty through promoting tools, breakthrough initiatives and good practices to combat energy poverty. In particular, the topic of the event focused on the assessment of energy poverty within the European Private Rented Sector (PRS), encompassing an evaluation of existing EU policies and a forward-looking exploration of necessary enhancements.

During the conference, EU policy-makers, experts and practitioners, including representatives from European institutions, European projects that combat energy poverty (EnergyMeasures, ComAct), and the ENPOR pilot countries shared their knowledge and expertise concerning the critical issues and challenges when addressing energy poverty.

The discussions highlighted the ENPOR project’s key recommendations and emphasised the importance of designing integrated strategies for building renovations and implementing energy efficiency measures.

Over the past 3 years, ENPOR has significantly contributed to the alleviation of energy poverty in the PRS through supporting the adaptation and implementation of energy efficiency policies in 7 counties (Germany, the Netherlands, Italy, Croatia, Austria, Estonia and Greece), and monitoring their impact through the Energy Poverty Dashboard that was developed within the project. Moreover, our project has enhanced the understanding regarding methods and techniques to tackle energy poverty through developing the ENPOR Split Incentives Quantification Tool, a tool that identifies the share of the triggered benefits among landlords and tenants due to the implementation of energy-efficiency measures, aiming to allocate an “optimal” allocation of costs, or subsidy rates for each side.
