OBSERVE General Assembly in Brussels: Moving from project results towards lasting impact

The OBSERVE consortium gathered in Brussels on 5-6 October 2026 for its 3rd General Assembly, hosted by the EPB Center and the Institute for European Energy and Climate Policy (IEECP). With one year remaining until the completion of the project, the meeting marked an important milestone as partners move towards the final phase of implementation.

The General Assembly provided an opportunity to review the progress achieved so far and discuss the next steps for consolidating and transferring the project’s results. A key focus was how the knowledge, methodologies and tools developed by OBSERVE can support Member States in establishing and strengthening national Building Stock Observatories (nBSOs) and improving the availability, consistency and usability of building-related data.

Discussions addressed the development of harmonised data structures and architecture, stakeholder requirements and feedback, as well as the validation and refinement of the OBSERVE nBSO functionalities. These elements are particularly important for ensuring that nBSOs can effectively support monitoring, reporting and evidence-based policy development in line with the requirements of the Energy Performance of Buildings Directive (EPBD).

Our colleagues Assistant Professor Dr. Vassilis Stavrakas and Chrysanthi Anagnostopoulou contributed to discussions on the requirements and functionalities of nBSOs, the development of harmonised approaches to building-related data, and how stakeholder needs and feedback can be effectively integrated into the further development of the OBSERVE nBSO framework. They also discussed the next steps for synthesising project findings into country-specific recommendations, linking the project’s technical work with national policy needs.

With six (6) pilot countries – Croatia, Cyprus, France, Greece, Italy and Spain – the project is now entering a crucial stage of connecting its results with national contexts and wider European initiatives.

The final year of OBSERVE will therefore focus not only on completing the remaining project activities, but also on strengthening the transferability, usability and long-term impact of the results. Continued collaboration among project partners and engagement with national and European stakeholders will be key to ensuring that OBSERVE’s outcomes can contribute to more effective building data ecosystems across Europe.

The General Assembly in Brussels marked an important step in this direction, bringing partners together to reflect on achievements, address the work ahead and prepare the project’s results for the next stage.
