OBSERVE is a three-year European Commission-funded project, under the LIFE Programme that seeks to address the need for a systematic method of gathering and aggregating quality data in the European building sector, by developing innovative data collection methodologies and strategies.
OBSERVE will evaluate the data collection procedures and databases established at both the national and the European levels to identify best practices and malfunctions, while also assisting national authorities to optimise data collection methods and streamline the coordination of all relevant bodies, enhancing synergies and interactions between Member States’ stakeholders and the European Union’s Building Stock Observatory (EU BSO).
OBSERVE will also directly support six (6) Member States (Croatia, Cyprus, France, Greece, Italy, and Spain) and further spread good practices and governance models to other EU countries. The project will also promote the sharing of best practices and virtuous processes among Member States to facilitate the collection of national building stock data that is beneficial both to individual Member States and to the EU as a whole.
Overall, OBSERVE seeks to support Member States in implementing the Energy Performance of Buildings Directive (especially Art.22 of the revised EPBD), which requires collecting and sending building stock data according to multiple indicators to the EU BSO on a frequent basis and urges Member States to provide very detailed indicators on how national building stock evolves as part of their national building renovation plans. Similar data will also have to be collected and analysed for other reporting requirements, as for example, within the framework of the Energy Efficiency Directive (EED), the Renewable Energy Directive (RED), and the EU’s Governance Regulation (National Energy and Climate Plans- NECPs).
The Consortium of the project includes ten (10) partners from seven (7) Member States (Croatia, Cyprus, France, Greece, Italy, Netherlands, and Spain).
