The Horizon 2020 PROSPECT+ project is organising its final event and policy dialogue entitled “Rethinking funding at the local level: moving beyond subsidies to fast-track the energy transition” on the 11th of March in Brussels. This event will bring together policymakers, financial institutions, and municipal leaders to discuss how cities can move beyond subsidies and unlock innovative financing mechanisms for their energy transition.
The event will draw on insights from the PROSPECT+ consultations, where public authorities shared their experiences with financing instruments such as Energy Performance Contracts, Green Bonds, Public-Private Partnerships (PPPs), and Crowdlending.

Participants will explore actionable recommendations to improve access to resources, including aligning regulations, enhancing communication about existing support, and fostering coordinated capacity-building efforts tailored to cities’ needs. They will also discover the power of peer learning through an overview of the PROSPECT+ journey, showcasing how collaborative knowledge-sharing has strengthened the capacity of cities and regions to achieve their climate goals.
Additionally, the session will highlight key findings from PROSPECT+, including the barriers cities face in financing and implementing sustainable energy actions—from restrictive regulations to limited capacity—and the support required to address them.
