This presentation focuses on how Pay-for-Performance (P4P) schemes can be used as an innovative financing instrument to accelerate energy efficiency and decarbonisation of the building sector in the European Union. A conceptual framework was developed to analyse P4P schemes in three pillars: i. Design, ii. Policy, iii. Business.
The study aims to answer the following questions: “How could an energy efficiency P4P programme be designed and implemented?” and “What are the conditions that could affect the deployment of P4P programmes in the European Union?”. Lastly, the business models required for the implementation of P4P programmes are analysed.
