This study introduces a comparative multi-sourced framework, enabling utilities to identify energy-poor households within their clientele by amalgamating various energy poverty indicators. This framework integrates diverse indicators from the European Energy Poverty Observatory (EPO) and other conventional approaches with a novel indicator to enhance accuracy. It was tested through a practical case study utilising a large dataset of vulnerable households provided by the Public Power Corporation in Greece.

The study emphasises the vital role utilities can play in mitigating energy poverty. With this framework, utilities are better equipped to target their support programmes to those who need them most!

We invite stakeholders, researchers, and practitioners to explore our findings and consider their application in addressing energy poverty challenges!
