Capacity Building for Local and Regional Authorities

PROSPECT, building on more than eight years of experience from previous initiatives, strengthens the capacity of European local and regional authorities and their agencies to implement sustainable energy and climate actions by using innovative financing schemes and enablers (such us one stop-shops, energy agencies, energy communities) and therefore reducing reliance on public funding. 

The project delivers a robust peer-to-peer Capacity-Building Programme tailored to the needs and time constraints of public authorities, available in multiple languages (8 EU languages covering 12 EU MS) and structured in adaptable learning modules. 

Through repeated learning cycles, online meetings and study visits, PROSPECT provides technical support to cities and regions on project implementation and innovative financing schemes while fostering knowledge exchange for small and remote municipalities. It acts as an entry point to EU programmes and financing opportunities for authorities seeking to strengthen their experience with innovative financing instruments. 

PROSPECT’s ambition is to accelerate the clean energy transition by expanding the capacities of local and regional authorities to deliver effective energy and climate projects. It intends to engage 500 local and regional authorities in the PROSPECT community, and actively engage 356 in the PROSPECT learning programme and advanced mentoring.
