This presentation focuses on the analysis and assessment of the current policy landscape of the Private Rented Sector (PRS) in the European Union aiming to set the scene for policy innovation and support a sustainable and fair energy transition. In the context of the study implemented under the Horizon 2020 ENPOR project, 35 technical, financial and educational policies were collected and analysed based on well-established energy justice principles.
The results of the analysis identify gaps in present knowledge and practice and point out that relevant policies to the PRS are insufficiently directed at low-income tenants while most of them involve technical and financial measures. It concludes that energy efficiency solutions and policies in the PRS should cover policy engagement, technical, political, social and financial issues.
